%: this is half-op mode, which is a feature of a lot of the smaller networks.. QwIRC 1.0 will provide support for extended user modes including founder, admin, op, half-op, voice, etc...
Your version of QwIRC is not aware of these additional user modes and thinks the % is part of the user's nick, which is the reason why it thinks the user is offline.
QwIRC 1.0 should be available before the end of October 2004.. and hopefully sooner.
