How to configre your router

What you're describing sounds *exactly* like a router or firewall issue. most firewalls and routers allow unlimited access in terms of receiving files, but will prevent you from sending files as a server.
Chances are your router or firewall has instructions on how to set up a server. the most common example of server setup is typically an FTP server, and the procedure to set up a QwIRC based DCC server is virtually identical, with the main difference being that FTP servers use only 1 port to serve (typically port 21).. and the DCC servers use multiple ports, so you'll have to repeat the process several times depending on how many DCC ports you will be setting up.
QwIRC and other IRC clients need one DCC port for each active send. since DCC servers are typically configued to allow multiple concurrent file sends, you'll need to preconfigure a specific number of ports depending on how many slots you plan to use, plus two or three extra ports, for your own use and also to allow the server some 'breathing room' for some issues that are unique to the DCC sending protocol. my recommendation is that if you configure your server with 3 slots, you should configure at least 6 ports on your firewall or router for DCC use.
By default QwIRC reserves 2000 indiviual ports for use by DCC (ports 25000-26999). Unfortunately most firewalls and routers don't allow you to eaisly configure an entire range of ports.. and since the configuration of indiviual ports is such a hassle, you'll probably only want to configure a handful of ports, which will cut down the DCC port range considerably. As described above, if you decide to configure 6 ports, you'll have to change your DCC send port range in the QwIRC options Panel... click Alt+O for options, click the DCC Send tab, and change the following option:
DCC Port Range:
Start: 25000 End: 25005
Consult your firewall or router guide to determine how to set up the following ports:
24.0.199.65:25000 ---> 192.168.0.1:25000 TCP
24.0.199.65:25001 ---> 192.168.0.1:25001 TCP
24.0.199.65:25002 ---> 192.168.0.1:25002 TCP
24.0.199.65:25003 ---> 192.168.0.1:25003 TCP
24.0.199.65:25004 ---> 192.168.0.1:25004 TCP
24.0.199.65:25005 ---> 192.168.0.1:25005 TCP
In the first column the ip address shown (24.0.199.65) should be replaced by your actual real-world IP address.
In the second column the ip address shown (192.160.0.1) should be replaced by your local private network IP address.
In most cases you should not have any need to reboot your system or even restart QwIRC. QwIRC will be able to affect the changes without restarting.
